Use pre-tax dollars to pay for out-of-pocket medical, dental and vision expenses not covered in full by insurance

A Health Flexible Spending Account (FSA) is a tax-advantaged account that allows you to set aside pre-tax dollars to pay for eligible healthcare expenses.


This includes expenses that you, your spouse, your children up to age 26 and any eligible tax dependents incur — even if they’re not enrolled in your medical plan.


What types of expenses can I use my Health FSA for?

Health FSA funds can be used to pay for a variety of eligible expenses, including but not limited to:
  • Medical expenses: Doctor office visits and co-pays, ER services, hospital services, deductibles, lab tests, diagnostics, imaging, and prescription medication.
  • Dental expenses: Dentist office visits and co-pays, cleanings, dental X-rays, fillings, and braces.
  • Vision expenses: Eye exams, contact lenses, eyeglasses, and LASIK.
  • Professional services: Medically necessary physical therapy, chiropractor, and acupuncture services.
  • Everyday essentials in your medicine cabinet: Over-the-counter medicine, acne and skin care products, sun care products, baby thermometers and rash ointment, bandages, first aid, pregnancy test kits and menstrual products.
  • Other medical equipment and supplies: Artificial limbs, automated external defibrillator, breast pumps, compression stockings, and more.

Additional details

Each year, the IRS sets a limit on how much you can contribute to a Health FSA. Your employer may also set alternate limits.

You decide how much you want to contribute for the year, up to the contribution limit.

Then, you’ll fund the account with equal, tax-free deductions from each paycheck.

On the first day of your plan year, you’ll have immediate access to the entire amount of money you chose to save, before you even start contributing.

Keep in mind that IRS rules make FSAs “use it or lose it” accounts. The IRS requires that funds you set aside pre-tax in the account be used by the end of the plan year, or you forfeit the funds. Be sure to estimate your predicted expenses for the year carefully.

Do all FSA funds need to be utilized by the end of my plan year?

IRS rules make Health FSAs “use it or lose it” accounts. The IRS requires that funds you set aside pre-tax in the account be used by the end of the plan year, or you forfeit the funds.


Some Health FSAs offer a grace period, which allows extra time to spend your funds. And some plans have a rollover option, which would allow a defined amount of the remaining balance to roll into the new plan year.

Can I use my FSA to pay for medical expenses for a spouse or dependent?

Yes, you may use your Health FSA funds to pay for eligible expenses for yourself, your spouse, your children up to age 26 and any eligible tax dependents, even if they are covered under another health plan. Consult a qualified tax advisor for advice.

Will I receive a debit card with my FSA?

Yes, you will receive an initial set of two debit cards, and you may request additional cards, or cards in your dependents’ names, at no cost.

 
You can quickly and easily access your funds using your FSA debit card. You can use the card to pay for eligible expenses at the point of purchase and to pay a provider at the point of service. You can also use the card as a payment method for mail-order pharmacy purchases, and when paying provider invoices.

Be sure to keep your receipts for any eligible purchases — even when using your debit card to pay. IRS rules require documentation to confirm that an expense is eligible to be paid through your FSA. Receipts make it easy for you to reimburse yourself or provide documentation for a debit card purchase.

In addition to accessing FSA funds using your debit card, you may also request payments and/or reimbursements from your account using the Customer Portal or mobile app.

If I use my own funds, can I be reimbursed?

Yes, you can easily file a claim for reimbursement through the portal, mobile app, or online claim form. To get your reimbursement faster, you can set up direct deposit by providing your bank account information in the Customer Portal or mobile app. 

Will I need to submit documentation for my Health FSA purchases?

Yes, IRS rules require documentation to confirm that an expense is eligible to be paid through your FSA. 


You typically need to submit a receipt or other documentation to support a claim for reimbursement from a Health FSA:
  • Itemized receipt: You can submit an itemized receipt for each claim you want to make. The receipt must include the patient’s name (if applicable) and the 4 D’s: Dollar amount paid, Doctor (or provider or merchant) name, Date of service, Detailed description of service.
  • Explanation of Benefits (EOB): You can submit an EOB from the medical, dental or vision insurance carrier that processed the claim for eligible medical services.

You should save receipts and documentation for all expenses and services, even if you paid with your Voya debit card. Voya may need to review a receipt to confirm the debit card purchase was for an eligible expense, or in the event of an IRS audit.

What do I do if my debit card declines or doesn’t work?

First, ensure you have activated the card and have available funds for use. You can confirm your card status and balance information within the Customer Portal.

Once I request reimbursement, how long does it take to receive funds?

It can take as little as 3 business days for the reimbursement to be posted if you have linked your bank account for direct deposit. However, a check can take up to 7 business days to arrive. Reimbursement is dependent on whether claim documentation is approved.

I requested a paper check for the payment/reimbursement of an eligible expense, and it wasn’t received. How can I request a replacement?

If it has been more than 14 days since the check was issued to you, or more than 30 days if the check was issued to your provider, you can submit a request for us to void the check and re-issue a new one. Access the Void & Reissue Request form within the Customer Portal.
